Maintenance Message After Cache Clear

I cleared the cache on one of my instances of cpshop.cgi and now am receiving the Down for Maintenance message on this section.
I did nothing else, but my associated config file says it was edited at about the same time, however I did not edit it, and it appears not to be corrupted. For some reason I don't have a backup of this file since March, although all other installs do.
Also, the Down for Maintenance checkbox is NOT checked.
The files are there, the permissions are correct, and like I said, did NOTHING but clear the cache.
I deleted the file and uploaded it again after downloading it and still get the same thing.

In case anyone is interested in the outcome, be sure not to accidently (or on purpose) put an apostrophe ' in a store id. Don't know how or why it worked at first, but as soon as I cleared the cache it took down that entire instance of cpshop.cgi.
Thanks to Marty!!! for finding it after I spent half a day pulling my hair out, over an hour on the phone with my host restoring files, and looking through admin a hundred times, and I still didn't see it.
