Hi guys,

I want to change the name of my website. I was wondering is it easier to create a new file with the new name on  my hosting CPanel and then move CPshop from the old file to the new one and then redirect the URL to the new file or can I just use the same file where CPshop is and just change the name?

from this: "http://www.oldwebsite.com/store/index.cgi" to this: "http://www.newwebsite.com/store/index.cgi"

I don't know what you mean by new file.  You will have to plug in the details of the name of the new domain name in your cpshop admin cp no matter what.  It will take anywhere from 24-48 hours for a new domain name to propagate throughout the internet.  My suggestion is to keep the domain name but host elsewhere.  If you are changing domain names then it will be necessary to update all records accordingly to new domain name.  

I understand you are moving from one site to another site, but no matter what it will be an ugly transition from oldsite.com to newsite.com.  I suggest moving all files to newsite.com and have files there contain newsite.com information and it will work itself out.  Do not try to put newsite.com files on oldsite.com server.  When newsite.com is up and running....then go change main files at oldsite.com to show newsite.com logo/redirect/links and it will move your customers from oldsite.com to newsite.com.
